The
Valley Forward restauraunt project is described by VF as a "Community
Center," despite the fact that the two restaurants in the building
would occupy 70% of the space. (Square footage for the restaurants
would be 5,000 and 2,000 sq. ft. for a total of 7,000, while
the "community room" would occupy 3,000 sq. ft., 30% of the 10,000
total space.)
For VF's
project, the advantage
of the "community center" label is that ROS ("recreation and
open space") zoning permits a community
center, but not a restaurant. |
What
is a Community Center?

Nearly
every medium-sized or larger hotel or motel in the area offers
one or more rooms which will accommodate a large meeting or exhibtion,
and
generally with the option of food service. Similarly, several
Roanoke Valley restaurants offer meeting rooms with food service.
The two Valley civic centers, some area churches, colleges, recreation
centers, libraries and other local facilities also offer meeting
rooms.
Are
all of these to be given the label of Community Center? They
appear to be as well qualified for that designation as VF's restaurant
project. It then follows that ROS zoning would permit any of
the above-listed facilities/businesses.
